The Shell Center for Sustainability's mission is to foster an interdisciplinary program of research, outreach, and education to address actions that can be taken to ensure the sustainable development of communities' living standards, interpreted broadly, to encompass all factors affecting the overall quality of life.


Titled "Measuring City Sustainability: Project Houston," the white paper by Jim Blackburn, for Rice University's Shell Center for Sustainability, defines a sustainable system as "one that has a stable economic base, equitably provides for the needs of its citizens and exists within ecological limits." Furthermore, "sustainable practices minimize the use of materials and energy while taking care of the needs of the people and the natural system" and represent "a departure from past development practices and human settlement patterns."
